OVERVIEW
Upper Uwchlan Township Municipal Authority (UUTMA) has a multi-year plan to install a public sewerage system throughout our community.   As part of UUTMA’s plan, the Milford Farms neighborhood will be connected to the public sewer system noting:

  1. UUTMA will install the sewer main in the street and also the sewer lateral pipe from the sewer main to an exterior location of each home.
  2. Each homeowner is responsible to connect their home’s sewage drainpipe to the newly installed sewer lateral pipe. This must be done in accordance with the Upper Uwchlan Township (UUT) required-connection ordinance.  UUTMA has allowed a two (2) year time period for completion of this connection.     1. Residents are responsible to hire a licensed plumber (contractor) for all plumbing within their home, and out-to and connection-to the new sewer lateral pipe.
    2. Homes with an uphill slope to the main sewer pipe must purchase a “sewage grinder pump” and have it installed by a licensed plumber.
    3. Each resident’s septic system and tank will be decommissioned by their plumber (i.e., disconnected and disabled) to prevent further use.
  3. UUTMA will completely resurface Font Rd between Blackhorse Rd and Route 100 (Pottstown Pike).
  4. When connected, residents will be issued a quarterly sewage bill thereafter for $190 (link) or the then current rate.

* It is important for residents to be aware each Target Completion Date is subject to change without notice due to circumstances beyond the control of UUTMA.

Connections to the sewer system can commence as of October 9, 2025.

 

Current Activities

The Milford Farms public sewage conversion project is nearing completion noting:

  • Traffic flow will be temporarily interrupted; Road closures may occur and will be reopened as quickly as possible.
  • Roads and yards will be dug up and restored as-needed to install the sewage pipes.
  • Residents shall hire a licensed plumber to plan and install the connection between the home and the new sewer lateral pipe in the yard and decommission the existing septic system.
    1. The plumber is to coordinate activities between the resident, UUTMA, and the UUT Code Enforcement Department who will witness and approve the plumber’s final work.
  • Each resident needs to submit an “Application for Sewer Connection Permit - Residential” form. UUTMA is not charging a permit fee for this sewer project.
    1. A Connection Fee of $7,875 must be paid at the time of securing the sewer connection permit. In lieu of full payment, an 18-month payment program can be established at the time of the permit application submission.
    2. The residents and their licensed plumber shall decide whether a gravity building sewer or a low-pressure building sewer is best suited for the connection.
  • Restoring the yard of each resident’s property after making the connection from the home to the new sewer lateral pipe is the responsibility of the resident’s plumber.

Estimated Costs

  • Fixed Connection Fee: $7,875 payable to UUTMA.
  • Estimated cost to decommission the on-site septic tank: $400 payable to the plumber.
  • Estimated plumbing costs to the required changes inside your home: Talk with your plumber since it cannot be estimated; Costs are payable to your plumber.
  • Estimated costs to make the connection between your home’s sewage drain and the new sewer lateral pipe; Costs are payable to your plumber.
    1. If a downhill (gravity) line is installed:
      • Drilling/Trenching/Yard Restoration: $50 – $75 per foot
      • Homeowner: Talk with your plumber about final costs
    2. If an uphill (force main) line is used:
      • Drilling/Trenching/Yard Restoration: $75 – $100 per foot
      • One sewage grinder pump system: $1,500 – $2,000
      • Homeowner: Talk with your plumber about final costs

Resident’s Actions

  1. Be fully aware of this project, your costs and your responsibilities.
  2. Hire a licensed plumber early-on and plan the work.
    1. Key decision: With your plumber, decide if your home-to-sewage main connection will be downhill (gravity) or uphill (force main).
    2. Purchase a sewage grinder pump only if your home-to-sewage main connection will be uphill.
  3. Submit your “Application for Sewer Connection Permit - Residential” to UUT no later than October 20, 2025.
  4. Receive approval of your “Application for Sewer Connection Permit - Residential”; Communicate with UUTMA as-needed.
  5. Remain engaged with your plumber and UUTMA as-needed until completed.
